she really wants to reject him because it is getting annoying... but she's too nice... and doens't want to hurt his feelings...

the person can tell the guy that she really likes him however as a friend. the person could say that they get along famously and want it to remain as such however as for a close relationship, there does not seem to be the same connection.
Always being kind and saying you want to continue being friends
and allowing him to make the connection that the closeness is not felt by both ....

you should give the girl the advice:
does she really not like him? or is she trying to convince herself she doesn't like him?
and, maybe she should try going to the source: as the guy himself. talk to him. maybe you can give him a chance, as long as he understands that if it doesn't work out, it just doesn't.
tell him that you like/are involved with someone else
